On 24 April 2025, the Bill amending the Law on the Establishment and Broadcasting Services of Radio and Television and related laws, including changes to operational license requirements, was introduced to the Turkish Grand National Assembly. The Bill addresses the operational licence requirement for digital media providers. It proposes clarifying that independent content creators, including those producing news, commentary or analysis on digital platforms, will not be considered media service providers subject to Radio and Television Supreme Council licensing obligations. Only entities engaging in regular, scheduled broadcasting that reaches significant audience thresholds would require a licence. This change aims to distinguish between institutional broadcasters and individual creators operating in a digital environment.
