On 23 April 2025, the Korea Communications Commission (KCC) announced that 47 companies were selected for the 2025 user protection evaluation, including established firms such as Naver and Kakao, as well as new entrants Temu, Coupang Eats, and Chzzk. The evaluation assesses compliance with rules supporting user rights, including responsiveness to service-related complaints and the management of user feedback mechanisms. Specific areas of focus include systems for addressing repeated low ratings and malicious reviews, and whether operational safeguards exist to reduce service disruption or mitigate user risk. Evaluation is carried out through a combination of document review, on-site verification, interviews with responsible personnel, and user feedback gathered through automated response systems. The process is intended to identify practices aligned with regulatory expectations, and companies with strong results may benefit from administrative fine reductions and formal recognition.
