On 5 September 2024, Israel’s Ministry of Innovation, Science and Technology signed the Council of Europe’s Framework Convention on Artificial Intelligence, Human Rights, Democracy and the Rule of Law. The Convention affirms the applicability of existing human rights obligations to AI systems and codifies principles such as accountability, non-discrimination, privacy, and reliability. It establishes baseline requirements in areas including procedural safeguards, public consultation, digital literacy, and access to remedies for human rights violations. The Convention primarily applies to public authorities and private actors operating on their behalf, with a flexible implementation framework for private-sector use. As an observer state, Israel signed the treaty, with ratification and implementation measures to be determined in accordance with its domestic legal and policy procedures.
