On 14 April 2025, Saudi Arabia's Communications, Space, and Technology Commission (CST) opened a public consultation on the draft Global AI Hub Law until 14 May 2025. The draft law proposes a legislative framework intended to attract foreign investment in sovereign data centres and artificial intelligence (AI) services. It sets out three hosting regulation models, namely private, extended, and virtual centres, designed to accommodate foreign governments, international technology companies, and foreign investors. The draft aims to support the development of sovereign data centres capable of delivering continuous service, ensuring cross-border data sovereignty, and providing secure digital infrastructure. It also includes provisions intended to promote research and innovation in advanced technologies and outlines roles and responsibilities for involved entities, such as Guest Countries, operators, and service providers. These stakeholders would be expected to comply with relevant national and international regulations.
