On 4 April 2025, the European Union, Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan adopted a Joint Declaration at the First EU–Central Asia Summit in Samarkand. The Declaration set out plans to expand cooperation on cybersecurity and hybrid threats at bilateral, regional, and multilateral levels. It confirmed the initiation of a dedicated dialogue on counter-terrorism and violent extremism, which includes elements related to online radicalisation and digital disinformation. The Declaration referred to capacity-building activities targeting information manipulation and border security, including digital tools under existing programmes such as BOMCA. It also noted cooperation under the Global Gateway framework, including on digital connectivity and infrastructure. Participants stated an intention to engage in digital security and information resilience in future technical and political dialogues.
