On 3 April 2025, the White House Office of Management and Budget (OMB) adopted a Memorandum driving effective and efficient Artificial Intelligence (AI) acquisition. The Memorandum applies to public sector procurement of AI systems and services, affecting AI vendors supplying to the US government. It promotes a competitive American AI marketplace by prioritising the use of U.S.-developed solutions and aims to strengthen national security, economic competitiveness, and responsible AI use. Agencies are instructed to use performance-based acquisition methods, avoid vendor lock-in by issuing clear and specific requirements, and reduce administrative burdens by eliminating certain reporting obligations. The Memorandum also mandates the creation of an online shared repository of tools and resources to support AI acquisition, while maintaining safeguards around privacy and lawful use of government data.
