On 3 April 2025, the White House Office of Management and Budget (OMB) adopted the Memorandum promoting rapid and responsible Artificial Intelligence (AI) adoption. The Memorandum applies to federal bodies developing, procuring or deploying AI technologies, particularly where there may be implications for privacy, civil rights or civil liberties. It redefines Chief AI Officers as AI advocates responsible for driving agency-wide adoption of lower-risk AI, mitigating risks linked to high-impact use cases, and advising on AI-related investments. Agencies must conduct AI adoption maturity assessments and categorise use cases under a single high-impact AI classification requiring heightened due diligence. Accountability processes for AI deployment will align with existing government frameworks, avoiding new layers of approval. Agencies are also encouraged to prioritise American-developed AI tools when seeking new solutions.
