National Communications Authority designated MTN' as Significant Market Power

On 9 June 2020, the National Communications Authority (NCA) designated Scancom Ghana Ltd. (MTN) as a Significant Market Power (SMP) due to its dominant position in the telecommunications sector. Under the National Telecommunications Policy, an operator with at least 40% market share in key service areas qualifies as an SMP. By June 2020, MTN controlled 57.07% of voice subscriptions and 67.78% of data subscriptions, creating a market imbalance that threatens competition and investment. To address this, the NCA will implement measures including asymmetrical interconnect rates favouring smaller operators, price regulations, oversight of MTN’s pricing strategies, and restrictions on differential pricing for on-net and off-net transactions. MTN must also ensure fair access to information for competitors and submit an implementation plan for National Roaming Services within 30 days.
