Ministry of Communication, Digital Technology and Innovations issued notice to digital platform operators requiring compliance with registration requirements

On 6 November 2023, the Ministry of Communication, Digital Technology and Innovations issued a notice specifying that several logistics companies and digital platform operators are providing courier services without complying with licensing regulations. Under the Postal and Courier Services Regulatory Commission Act (Act 649) and the Electronic Transactions Act (Act 772), such activities require regulatory oversight. The Ministry has directed all affected companies and couriers to register with the Postal and Courier Services Regulatory Commission (PCSRC) for an e-certificate and an AfCFTA Number by 19 December 2023. After this date, new providers must have a valid PSCRC e-certificate to operate, while existing ones must comply by 24 January 2024. Companies within the directive’s scope include Uber, Bolt, Yango, Glovo, Jiji, Tonaton, and other e-commerce and delivery platforms.
