On 4 March 2025, the General Office of the Guangdong Provincial People's Government issued the Three-Year Action Plan for Quality Transport Development (2025–2027), outlining efforts to enhance smart infrastructure, digitalisation, and intelligent transport systems. The plan includes the implementation of intelligent traffic management, digital toll collection, and automated monitoring systems. In particular, under the plan low-altitude (drone) transport, including urban drone delivery networks, intercity logistics, and cross-border drone transport services will be authorised. The plan promotes UAV deployment for terminal delivery, emergency dispatch, traffic control, and infrastructure inspection. It also calls for integrating UAV data and operations into city-level digital governance platforms, advancing dynamic airspace management, real-time flight coordination, and the standardisation of digital permitting and data-sharing mechanisms across departments.
