On 21 March 2025, the European Data Protection Supervisor (EDPS) issued an opinion on the European Union (EU)-Singapore Digital Trade Agreement, highlighting concerns over changes to the EU’s horizontal provisions on cross-border data flows and personal data protection. The EDPS noted that these modifications could create legal uncertainty and undermine the EU’s ability to enforce its data protection framework. It was emphasised that personal data protection is a fundamental right that should not be subject to trade negotiations. The opinion recommends strengthening references to the horizontal provisions to safeguard EU data protection laws against trade-related challenges.
