Regulations on Implementation of the Anti-Foreign Sanctions Law of the People's Republic of China (National Decree No. 803) entered into force

On 24 March 2025, the Regulations on the Implementation of the Anti-Foreign Sanctions Law (National Decree No. 803) entered into force. The regulations establish a framework for countering foreign sanctions. They authorise State Council departments to implement countermeasures against foreign countries, organisations, or individuals that discriminate against Chinese citizens or organisations or threaten China's sovereignty and development interests. Countermeasures include visa denials, entry restrictions, property seizure, freezing assets (including cash, securities, and intellectual property), and prohibiting transactions or cooperation in various fields such as technology and trade. Additional measures may include import and export restrictions, investment prohibitions, data transfer limitations, and fines.
