Bureau of Industry and Security adopted rule amending the Export Administration Regulations by updating the Entity List with 70 new entities and outlining licensing requirements related to artificial intelligence tools and advanced computing capabilities

On 28 March 2025, the Bureau of Industry and Security (BIS) of the Department of Commerce added 70 entities to the Entity List. These entities are located in China (42), Iran (2), Pakistan (19), South Africa (3), and the United Arab Emirates (4). The rule applies to entities involved in activities contrary to US national security or foreign policy interests, including contributions to Pakistan's nuclear activities and China's military modernisation. Additions include Chinese entities like Aeronautics Computing Technique Research Institute and Scikro (Hong Kong) Instruments Limited, as well as Pakistani firms such as Britlite Engineering Company and Rehman Engineering and Services. Iranian entities Mohammad Reza Rajabi and Silk Road Trading Company Ltd. were also listed. The amendment imposes strict licensing requirements for these entities, with applications reviewed under a presumption of denial. The rule is effective immediately, with a transitional period until 27 April 2025 for shipments already in transit.
