On 6 August 2000, Law No. 2000-03 establishing the general rules relating to post and telecommunications entered into force. This Law mandates the creation of an independent Regulatory Authority of Post and Electronic Communications (ARPCE), which is granted legal personality and financial autonomy. The ARPCE primary missions include promoting fair competition within the postal and telecommunications markets, managing and allocating frequency spectrums, and ensuring compliance with universal service obligations. The ARPCE is governed by a council consisting of seven members, including a president, all appointed by the President of the Republic.
