On 2 July 2008, Law No. 08-12 amending and supplementing Ordinance No. 03-03 on competition entered into force. The law banned anti-competitive agreements, including bid-rigging in public tenders (Article 6). Violators risked fines of up to 12% of annual turnover or multiples of illicit profits (Article 56). The Council could enforce interim measures and impose daily fines (150,000 DA per day) for non-compliance (Article 58). Investigations involved commerce inspectors, tax agents, and Council rapporteurs (Article 49 bis).
