Articles 6 and 28 establish a declaration system for press entities, requiring publishers to register with the Ministry of Communication by submitting details such as ownership structure, director qualifications, and technical specifications (e.g., ".dz" domains for electronic press under Article 33). Non-compliance triggers fines (DZD 200'000–DZD 500'000, Articles 73–74).
