Republic of Korea: Amendment to Network Act including content moderation procedures was introduced to the National Assembly of the Republic of Korea

On 18 March 2025, an amendment to the Network Act (Act on Promotion of Information and Communication Network Utilisation and Information Protection) was introduced to the National Assembly of the Republic of Korea. The proposed amendment would introduce procedural requirements for handling requests to remove online content that violates privacy or is defamatory. It would require ISPs to notify users of the action taken and inform them of their options to request information about the uploader or to seek dispute resolution. The amendment would set out rules for the mediation process, including application procedures, referral mechanisms, decision deadlines, and conditions for acceptance. It also specifies situations in which mediation may be refused or suspended and sets out confidentiality obligations for participants.
