Egypt: National Telecommunication Regulatory Authority released the Rules and Conditions of the Award of Licence to Establish Telecom Networks and Provide Telecom Services in the Arab Republic of Egypt

On 21 November 2020, the National Telecommunication Regulatory Authority (NTRA) released the regulatory framework for awarding licences to establish telecommunications networks and provide telecom services in the Arab Republic of Egypt (A.R.E.), as governed by Telecommunication Regulation Law No. 10 of 2003. The framework categorises licences into fixed, wireless, international, and infrastructure leasing services, each with specific subcategories, and outlines the procedures for obtaining a licence, which include submitting an application, undergoing technical, financial, and regulatory evaluations, and receiving a decision within 90 days. Applicants are required to demonstrate technical expertise, financial solvency, and submit comprehensive documentation, such as company information, past experience, financial statements, and a five-year feasibility study. Licence terms encompass obligations related to service quality standards, adherence to national security requirements, and compliance with universal service provisions. Financial obligations include licence fees, annual charges, and contributions to universal service and scientific research.
