The Bill outlines definitions and requirements for app store providers and developers regarding age verification and parental consent for minors. It categorises individuals into age groups: child, younger teenager, older teenager, and adult. App store operators must verify users' age categories and obtain verifiable parental consent before allowing minors to download or purchase apps. They must also notify parents of significant changes to the app and protect personal age verification data using industry-standard encryption protocols. Developers must enforce age-based restrictions, ensure compliance with legal requirements, and implement safety-related features based on age-category data received from app stores. In addition, both app store operators and developers are prohibited from misrepresenting parental consent information or enforcing contracts against minors without verified parental consent. The Bill includes safe harbour protections for developers acting in good faith on age verification data from app stores and ensures that the requirements do not impede emergency services or necessary data collection.
