Ministry of Commerce adopted export control order on 15 U.S. companies for dual-use restrictions (Announcement No. 13 of 2025)

On 4 March 2025, the Chinese Ministry of Commerce implemented an export control order applicable to 15 U.S. companies, including Leidos and General Atomics Aeronautical Systems, Inc. The action prohibits the export of dual-use items to the listed entities, aiming to protect national security and comply with international non-proliferation obligations. The companies added to the list are Aerkomm, AeroVironment, General Atomics Aeronautical Systems, General Dynamics Land Systems, Gibbs & Cox, Group W, HavocAI, IP Video Market Info, Leidos, Neros Technologies, Rapid Flight, Red Six Solutions, Shield AI, Skydio and Sourcemap, a supply chain mapping and regulatory software. It was highlighted that many of the firms are defense suppliers, developers of autonomous aerial systems, and government contractors.
