On 21 February 2025, Decree No. 24/2025/ND-CP specifying fines for non-compliance with consumer protection entered into force. The decree imposes fines of VND 50-70 million on businesses that manipulate consumer reviews, change product rankings without transparency, or fail to provide refunds for misleading advertisements. Businesses that prevent consumers from verifying product authenticity or force additional purchases as a transaction condition will also be subject to these penalties. Digital platforms face higher fines of VND 100-200 million for failing to verify sellers' identities, manipulating search rankings, or restricting consumer reviews.
