President signed memorandum on America First Investment Policy

On 21 February 2025, the President of the United States adopted a memorandum on "America First Investment Policy”, addressing levels of foreign investment in high-impact sectors such as machine learning (ML), artificial intelligence (AI), semiconductors, and technological consumer goods. The policy emphasises the importance of maintaining an open investment environment to attract foreign capital, particularly from the allies of the United States, while safeguarding critical US technologies and infrastructure from potential threats posed by foreign adversaries, notably China. Chinese investors in the US will undergo reviews for investments over USD 1 billion. These rules will block US investments in sectors supporting China's military and restrict Chinese access to critical US assets.
