United Kingdom: Office of Communication (Ofcom) opened consultation on draft guidance on women and girls' online safety for user-to-user services implementing Online Safety Act 2023

On 25 February 2025, the Office of Communication (Ofcom) opened a consultation until 23 May 2025, on draft guidance proposing measures for platforms to enhance online safety for women and girls. The guidance focuses on online misogyny, pile-ons and harassment, online domestic abuse, and intimate image abuse, including AI-generated content and cyberflashing. It outlines practical steps, such as "abusability" testing, technology to prevent image abuse, user prompts, enhanced account controls, and training for moderation teams. The measures align with the UK Online Safety Act, under which platforms must protect users from illegal content and safeguard children from harmful material. The final guidelines are expected later this year, followed by an assessment of industry compliance around 18 months after implementation.
