On 21 February 2025, the European Commission (EC) and the European Board for Digital Services published an election toolkit to support compliance with the Digital Services Act (DSA) election guidelines, providing Digital Services Coordinators (DSCs) with practical approaches to safeguard electoral integrity within the European Union. The toolkit outlines methods to mitigate risks in electoral processes, particularly in relation to Very Large Online Platforms (VLOPs) and Very Large Online Search Engines (VLOSEs). The toolkit is intended to facilitate the management of stakeholder relationships, the promotion of communication and media literacy, the monitoring of election-related risks, and the establishment of incident response protocols. It emphasises collaboration between DSCs, national authorities, VLOPs, VLOSEs, and civil society, aiming to mitigate risks such as illegal content, disinformation, and online harassment during elections. Furthermore, the toolkit is intended to be adaptable to national contexts and evolving threat landscapes.
