On 28 May 2003, the Prime Minister endorsed the text for Law No. 03-03 on Combating Terrorism. According to Article 218-2, any person who publicly condones acts constituting terrorist offences through speeches, shouts, or threats made in public places or meetings, or through writings, printed materials sold, distributed, or displayed in public places or meetings, or through posters exposed to public view, or by audiovisual and electronic means of information, shall be punished by imprisonment of two to six years and a fine ranging from MAD 10'000 to MAD 200'000. Article 218-5 stipulates that anyone who, by any means, persuades, incites, or provokes another to commit any of the offences outlined in this chapter shall be subject to the penalties prescribed for that offence.
