The China Academy of Information and Communications Technology (CAICT), a think tank under the Ministry of Industry and Information Technology, published the "Global Digital Governance White Paper". The Paper investigates the recent evolutions in global digital governance and the models developed by various countries. Firstly, the report investigates how the epidemic and the expansion of multilateral mechanisms accelerated the digitization of global trade and allowed the coordination between different countries. Secondly, the report analyses the digital governance initiatives pursued by G20, OECD and G7, and the patterns of digital trade established by WTO and Regional Trade Agreements. Thirdly, the paper inquires about the ongoing construction of rules for Artificial Intelligence, cross-border data flows, digital service taxes and digital currencies. Finally, the paper comments on the future topics of discussion and the role of multilateral mechanisms, especially as concerns the Indo-Pacific region.
