China: Shanghai Municipal Internet Information Office issued Measures for Administration of Negative List for Data Export in Shanghai Pilot Free Trade Zone and Lingang New Area

On 8 February 2025, the Shanghai Municipal Internet Information Office, in collaboration with several municipal bodies, officially adopted the Measures for the Administration of the Negative List for Data Export in the China (Shanghai) Pilot Free Trade Zone and Lingang New Area (Trial Implementation). The measures aim to facilitate the lawful and orderly export of data in alignment with international trade rules. They apply to data processors registered in these areas and outline the responsibilities of local authorities in overseeing and guiding data export activities. A negative list, along with operational guidelines, is established to ensure compliance with data security requirements. Data processors are encouraged to follow legal protocols, report data export details, and implement security measures.
