European Commission adopted guidelines defining Artificial Intelligence systems

On 6 February 2025, the European Commission adopted guidelines defining Artificial Intelligence (AI) systems. The guidelines specify that an AI system is machine-based and operates with varying levels of autonomy and the system may learn and change after deployment. It infers how to generate outputs such as predictions, content, recommendations, or decisions. The guidelines describe techniques including unsupervised, self-supervised, reinforcement, and deep learning, as well as logic- and knowledge-based approaches. They also list systems that fall outside the definition, such as basic data processing tools, classical heuristic systems, and simple prediction systems.
