On 18 August 2017, Law No. 31/2017 establishing the Rwanda Inspectorate, Competition and Consumer Protection Authority (RICA) and determining its mission, organisation, and functioning entered into force following its publication in the Official Gazette. The law empowers RICA to oversee compliance with quality standards, promote fair competition, and safeguard consumer rights in Rwanda. The law also outlines RICA's legal autonomy, and its management structure, and grants it authority to impose administrative penalties for non-compliance with the relevant laws.
