On 25 February 2021, the Regulation Governing Licensing in Electronic Communication from the Rwanda Utilities Regulatory Authority (RURA) came into effect. The regulation applies to network infrastructure, network services, and application services, and requires providers to obtain appropriate licenses to operate within Rwanda. It establishes a licensing framework for electronic communication services in Rwanda, covering network infrastructure, network services, and application services. There are three types of licenses, namely the individual license for national operators, the standard license for service providers, and the general authorisation for specific ICT services such as equipment installation and managed services. Applicants must fulfil general and specific requirements, including business registration, technical documentation, financial capability, and compliance with regulatory standards. The regulation also outlines licensing procedures, renewal, transfer, modification, and conditions for suspension or revocation. Additionally, it mandates the migration of existing licenses to the new framework.
