European Commission issued Communication on E-Commerce

On 5 February 2025, the European Commission issued the Communication on E-Commerce aiming to mitigate risks from low-value imports by non-EU retailers and support a safer, more sustainable digital marketplace. The Commission specified that it will focus on stricter enforcement of existing regulations, such as the Digital Services Act (DSA), the Digital Markets Act (DMA), and the General Product Safety Regulation (GPSR), alongside awareness campaigns to empower consumers. Additionally, the Commission proposed creating a Priority Control Area (PCA) to monitor direct-to-consumer imports in collaboration with market surveillance authorities, with findings to be publicly reported. It also launched coordinated activities to improve product safety in e-commerce and urged Member States to combat illicit goods trafficking and circular economy violations, aligning with the next EMPACT cycle. Finally, the Commission announced plans for a Digital Fairness Act and called on legislators to adopt the customs reform package.
