Law No. 26/2017 establishing the National Cyber Security Authority and Determining its Mission, Organisation and Functioning entered into force

On 3 July 2017, Law No. 26/2017 establishing the National Cyber Security Authority and Determining its Mission, Organisation and Functioning enters into force following its publication in the official gazette. The law establishes the National Cyber Security Authority (NCSA) as an autonomous body supervised by the Office of the President of the Republic, with administrative and financial independence. The NCSA's primary mission is to develop cyber security capabilities to protect Rwanda's national integrity and security, fostering economic and social development. The authority is tasked with responsibilities including advising the President on cyber defence strategies, conducting cyber intelligence operations, preventing cyber-attacks on critical infrastructure, and coordinating the implementation of national information and communication technology (ICT) security policies whilst collaborating with both domestic and international partners in the cyber security domain.
