Governor of the National Bank signed Regulation No. 54/2022 governing electronic money issuers including licensing requirements

On 1 September 2022, the Governor of the National Bank of Rwanda signed Regulation No. 54/2022 governing electronic money (e-money) issuers, including licensing requirements. Non-deposit-taking institutions intending to issue e-money must adhere to the licensing rules established under the regulations governing payment service providers. Deposit-taking financial institutions can also issue e-money if authorised by the National Bank of Rwanda.
