On 16 January 2025, the Responsible Deployment of AI Systems Act (HB 1916) was introduced to the Oklahoma House of Representatives, aimed at regulating the use and development of artificial intelligence (AI) within the state. The Bill categorises AI systems into four risk levels (unacceptable, high, limited, and minimal). The Bill prohibits "unacceptable risk" AI systems, that are assessed to violate social values or fundamental rights, including the use of AI for social scoring, manipulative AI targeting vulnerable groups, unregulated real-time biometric surveillance, and AI-driven misinformation campaigns targeting elections, public health, or emergencies. Furthermore, there are requirements for high-risk systems, including risk assessments, independent audits, and human oversight. It mandates transparency, public notification, and accessible feedback channels for decisions influenced by AI. Violations of the Bill could result in penalties, system suspensions, and mandatory disclosure of noncompliance.
