Bureau of Industry and Security adopted rule on addition of entities to and revision of entry on entity list

On 16 January 2025, the Bureau of Industry and Security (BIS) adopted a final rule adding 11 Chinese entities to the Entity List under the Export Administration Regulations (EAR). The entities, including Beijing Zhipu Huazhang Technology and Beijing Keyi Hongyuan Optoelectronics, are involved in artificial intelligence (AI) research and semiconductor development, which the United States government determined to be contrary to national security and foreign policy interests. A license will be required for all exports, reexports, and transfers of items subject to the EAR to these entities, with a presumption of denial. The rule also revised an entry for India’s Department of Atomic Energy, removing three entities to support India's energy cooperation. The rule entered into force on the day of adoption.
