On 9 February 2025, the Cyberspace Administration of China (CAC) closes the consultation on draft regulations on the management of related business activities of multi-channel distribution service agencies of network information content. Multi-channel network (MCN) organisations are entities that support online content creators by providing services such as content production, marketing, and monetisation. The draft outlines requirements for MCNs operating within China, mandating registration, compliance with cybersecurity and content standards, and adherence to laws such as the Cybersecurity Law and the Regulations on the Protection of Minors on the Internet. The regulations’ provisions include appointing content managers, maintaining content review systems, binding accounts to MCN agencies, and prohibiting practices such as fabricating data, inciting online violence, or spreading false information. Internet platforms hosting these agencies must implement filing procedures, establish management systems, and report violations to the CAC. Severe breaches could result in fines, blacklisting, or criminal liability.
