Adopted CPPA order establishing fine thresholds

On 17 December 2025, the California Privacy Protection Agency (CPPA) adopted an order to increase the maximum fines and monetary thresholds it considers in enforcement cases. This includes minimum and maximum administrative fines, civil penalties, monetary damages per consumer, and business revenue thresholds. In accordance with the California Consumer Privacy Act (CCPA), the CPPA adjusts these thresholds every alternate year.
