On 18 December 2024, the Federal Service for Supervision of Communications, Information Technology, and Mass Media (Roskomnadzor - RKN) announced an order obligating communication operators to transfer information on internet users accessing blocked sites. The order details the process, timelines, content, and format for communication operators to supply information to RKN about Internet users who access sites blocked in Russia. Operators must provide network addresses that help identify communication means and user equipment, along with geographical data on where these addresses are used. Additionally, they must include unique numbers of technical means aimed at countering threats to the stability, security, and integrity of the Internet network. The format of the transmitted information must adhere to specific requirements, including unique identifiers, protocol usage duration, network addresses, operation codes, timestamps, and unique numbers of technical means. Certain information must be encrypted, following particular cryptographic protection standards. In cases of incomplete or non-provision of information, RKN sends a notification to the operator to resubmit the information. Operators may also provide information upon request from RKN, with a response time of one hour from receiving the notification or request.
