Issued decision in Ministry of Commerce investigation into potential exception for Shein in Chinese application ban

On 17 December 2024, the Ministry of Commerce, in consultation with the Ministry of Home Affairs, approved the re-entry of Shein into the Indian market via a technology agreement with Reliance Retail Ventures Limited (RRVL). The decision follows the initial blocking of the Shein application on 29 June 2020 due to data security and privacy concerns. The approval is contingent upon the adherence to India's data localisation requirements, ensuring that all platform data, including personal and non-personal data generated from the operation of the platform and collected from Indian customers, remains within India. Shein will have no access to or rights over this data.
