On 3 December 2024, the Chinese Ministry of Commerce issued, with immediate effect, the Announcement Strengthening Export Controls on Relevant Dual-Use Items to the United States, citing the need to safeguard national security and interests, and to fulfil international non-proliferation obligations. The measures prohibit the export of dual-use items for military use or to military users in the US. Further, the export of dual-use items including gallium, germanium, antimony, and super-hard materials to the US is prohibited, while the export of certain graphite dual-use items will be subject to stricter end-user and end-use reviews. The export control stipulates that legal action will be pursued against those who violate these provisions.
