On 9 November 2024, the Vietnamese Government adopted Decree 147/2024/ND-CP on the management, provision and use of internet services and online information. The Decree requires social media platforms in Vietnam to implement user authentication via phone numbers or official IDs for posting, commenting, or livestreaming. It also mandates that both domestic and cross-border social network providers must verify user accounts using a Vietnamese mobile phone number. If users do not have a Vietnamese mobile number, their accounts must be authenticated using personal identification numbers in accordance with electronic identification laws. For users under 16, parents or legal guardians must register accounts and oversee online activities. Additionally, gaming providers must monitor and limit playtime for users under 18, restricting sessions to 60 minutes and total playtime to 180 minutes.
