Opened consultation on CST updates to regulatory framework relating to competitive dynamics within the Kingdom's telecoms markets

On 17 September 2024, the Communications, Space and Technology Commission (CST) opened a public consultation on its regulatory framework concerning competitive dynamics within the Kingdom's telecoms markets, first issued in 2010. The consultation closes on 20 November 2024. The framework outlines rules to assess and regulate these competitive markets, firstly by defining and classifying telecommunications markets, identifying dominant service providers, and regulating these providers. The framework outlines regulatory measures to address anticompetitive practices, some of which apply before they occur and others after and apply to providers identified as holding significant market power. The framework includes measures regulating retail telecoms markets, including pricing and cost controls, enforcement of fair use terms and confidentiality, and quality and innovation, and whole telecoms markets such as cost-based fees, transparency in offers, separation from retail operations, accounting transparency, and fair access to essential services.
