United States of America: Issued National Security Memorandum on Artificial Intelligence including coordinated approach to US national security

On 24 October 2024, President Biden signed the National Security Memorandum (NSM) on Artificial Intelligence (AI), emphasising its strategic importance for national security and foreign policy. The NSM outlines several actions to ensure that the United States maintains its position as a global leader in developing safe, secure, and trustworthy AI technologies. The actions include enhancing semiconductor supply chains, increasing intelligence gathering on foreign AI operations, and establishing the AI Safety Institute as the primary government contact. The NSM also aims to strengthen partnerships between AI industry stakeholders and federal agencies, with a focus on protecting civil rights, privacy, and democratic values while utilising AI for national security objectives. Furthermore, the NSM prioritises international collaboration, calling for the US Government to engage with global allies in developing a governance framework that promotes responsible and rights-respecting AI use.
