Adopted Ministry of Science and ICT order providing exceptions for real-time fraud detection technologies

On 17 October 2024, the Ministry of Science and ICT (MSIT) adopted 15 special regulatory exceptions for various technologies and among these exceptions is the real-time fraud detection service that focuses on preventing voice phishing crimes. The service, developed by KT and the National Forensic Service, alerts users of suspected scam calls through language models and speaker recognition. However, under the Personal Information Protection Act (PIPA), the voice recordings of scammers are classified as personal information, preventing their use in detection services without consent. The MSIT order creates an exception under PIPA to enable providers to use these technologies to process personal data to detect spam created with the help of artificial technology.
