On 29 August 2024, the Ministry of Finance and Economic Planning (MINECOFIN) of Rwanda, in collaboration with the Korea International Cooperation Agency (KOICA), the Rwanda Revenue Authority (RRA), and the Korea Institute of Public Finance (KIPF), announced the completion of the Rwanda Tax Policy Master Plan. This plan, developed under the Tax Policy and Tax Administration Consulting Project, aims to streamline and enhance Rwanda's tax policy and administration framework. The Master Plan outlines a comprehensive, long-term strategy for reforming the nation's tax system, covering areas such as direct and indirect taxes, tax legislation, and e-tax administration advancements. It proposes pathways to improve the effectiveness and fairness of the tax system.
