On 24 May 2024, the Implementing Rules and Regulations (IRR) of the Internet Transactions Act of 2023 was adopted. The rules aim to regulate e-commerce to protect consumer rights, data privacy, and intellectual property rights. The rules clarify the scope of the Act, the enforcement powers of the Department of Trade and procedures for imposing fines. The rules also set forth codes of conduct for online businesses and consumers and introduce additional obligations for businesses engaged in Business-to-Business and Business-to-Consumer transactions.
