On 2 May 2023, the Artificial Intelligence (AI) Regulation Act (HB 7913) was introduced into the Philippine House of Representatives including AI authority governance. The Act would establish the Philippine Council on Artificial Intelligence (PCAI) and task it, in particular, with reviewing AI Policies, conducting evaluations of the impact of AI, developing governance frameworks and guidelines for AI, providing information to the public and establishing a code of ethics for AI developers. Furthermore, the Act would require the PCAI to provide measures against harmful AIs, ensure a balance between AI and consumer protection and report on the implementation of the Act. Additionally, the Act would establish the Artificial Intelligence Board (AIB) as the supervisory and investigatory body concerning the development, use and application of AI systems. The Act would enter into force fifteen days after its publication in the Official Gazette or any newspaper of general circulation.
