On 2 May 2023, the Artificial Intelligence (AI) Regulation Act (HB 7913) was introduced into the Philippine House of Representatives, including user/subject rights. The Act would define guiding principles for the development, application and use of artificial intelligence (AI) systems, including accountability, transparency, security and human-centred values. Furthermore, the Act would establish an AI bill of rights for Philippine citizens. These rights would include the protection from unsafe and ineffective AI systems, the right against algorithmic discrimination, the right to privacy, the right to know and the right to remedy. Beyond that, the Act would prohibit the use of AI systems, which can cause unnecessary, unjustifiable damage to individuals and establish penalties for violations of the Act. The Act would enter into force fifteen days after its publication in the Official Gazette or any newspaper of general circulation.
