Thailand: Implemented ETDA order on manual for identification and verification process (2566)

On 16 November 2023, the Electronic Transactions Development Agency's (ETDA) order on manual for identification and verification process (2566) entered into force. The order establishes guidelines for digital platform businesses to implement effective identity verification and authentication processes. The manual aims to support digital platform operators by providing a structured approach to verifying and authenticating the identity of users, particularly those considered high-risk or who have a significant influence on the platform, such as content creators or users with high transaction volumes. The goal is to create a more secure digital environment by ensuring that user identities are verified and authenticated appropriately, thereby reducing the risks associated with online fraud and anonymous malicious activities. The manual includes detailed procedures for identity verification, such as using the ThaID application for verifying identity data, collecting user information, and establishing different levels of access based on the level of identity verification achieved. Finally, it also recommends displaying clear indicators to show whether a user has been verified.
