On 1 April 2000, the Communications and Multimedia (Licensing) Regulations entered into force. The Regulations contain provisions on licensing requirements for network facilities providers including infrastructure providers such as earth stations, cables, radio transmitters, satellite facilities, and towers. The Regulations also mandated licenses for network service providers such as broadband, broadcasting distribution, cellular mobile, and switching services. The Regulation also required content application service providers, including satellite, subscription, free-to-air TV, and radio broadcasters, to obtain licences.
